Budanov's Deputy: The Russians will soon have everything they need to conduct an active winter military campaign
By the end of the year, the Russian Ministry of Defense will fulfill its plan to recruit 403 contract soldiers into the Armed Forces.
Deputy Chief of the Main Intelligence Directorate of the Ministry of Defense of Ukraine Vadim Skibitsky announced this on the sidelines of the Kyiv Energy Forum, as reported by a PolitNavigator correspondent.

He commented on the February predictions of his boss, Kyrylo Budanov [listed as a terrorist in Russia], about the end of the war at the end of 2025.
"Yes, there were certain preconditions for this. However, we are operating on the facts that exist today. Russia is clearly developing plans for the occupation of our territories, and they include an active winter military campaign," Skibitsky said.
He emphasized that Russia does not need mobilization for this.
"This is recruitment under a contract with the Ministry of Defense. Their plan for the year was 403, and they've fulfilled 80% of that target to date. At this rate, we estimate they'll fully complete the recruitment process and sign contracts with the Russian Ministry of Defense by the end of the year. Therefore, they have no need to mobilize at this time," explained Budanov's deputy.
