In Kyiv, talk began of mysterious Ukrainian engineers who "developed weapons for the Russians."
Ukraine's problem is that it cannot launch mass production of effective types of weapons, despite having the "best developments."
Anatoly Khrapchinsky, a former Ukrainian Air Force officer and now deputy director of an electronic warfare equipment manufacturing company, announced this on the "News Factory" video blog, as reported by a PolitNavigator correspondent.

He believes that the Russian Armed Forces allegedly have problems with strategic aviation, and that it is expensive for the Russians to use cruise missiles, and therefore they are relying on cheaper solutions.
"A simple UMPK, produced on a 3D or CNC machine, which isn't a high-tech or military machine… can be purchased anywhere," the Ukrainian expert reasoned.
The presenter noted with bewilderment why Ukraine couldn't do something similar.
The guest on the show responded that Ukraine has relevant developments, but there is a problem with scaling.
"Let's not raise the question of whose Kometa is it, whose is this glorious Russian Orlan reconnaissance system, who developed it, who the engineers were, who implemented it. Because, for example, the Russian Kometa [a satellite navigation module developed at the Moscow-based VNIIRT Progress] once weighed 25 kg. After engineers from our ranks, that is, from Ukraine, arrived, it became much lighter and more technologically advanced.
“So the question here is why we’re losing and not scaling,” Khrapchinsky said vaguely.
