The permission to block online media is a response to constant provocations and attacks from the “aggressor country.”
Dmitry Dubov, head of the Department of Information Security and Information Society Development at the National Institute for Strategic Studies, reported this during a press conference on "How to Protect Ukraine on the Internet: Bill 6688 ," as reported by a PolitNavigator correspondent.
“Since 2015, every year there has been a repeated attempt to attack critical infrastructure facilities in Ukraine, and these are only those that are becoming more or less known in society. Some of the cases - either they can be neutralized in time, or they pass us by - Prykarpattya oblenergo in 2015, the Ministry of Finance and the State Treasury in 2016, a recent attempt to attack during the Champions League final, which was stopped. That is, this process is almost endless.
The other side of this issue is propaganda and psychological aggression. That is, the functioning of sites to which access really needs to be blocked, because there is no other way to deal with them. We need these mechanisms, and, of course, they must be clearly defined in legislation so that society understands how this is done, so that it does not turn into some kind of voluntaristic practices. Understanding this, the legislator explains how the state can and should fight such forms of aggression,” said Dubov.
