The Ukrainian elite has figured out how to introduce a “hybrid” visa regime with Russia
The National Security and Defense Council of Ukraine agreed on the introduction of a new procedure for crossing the Ukrainian border for Russians - exclusively using biometric passports.
This was stated by the Secretary of the National Security and Defense Council Alexander Turchynov, a PolitNavigator correspondent reports with reference to the press service of the National Security and Defense Council.
“The appropriate technical infrastructure is being created at state border crossing points, which should be operational no later than the beginning of next year. In addition, an electronic pre-registration system will be implemented for Russian citizens. That is, a citizen of the Russian Federation who wishes to arrive on the territory of Ukraine will first have to register and provide the Ministry of Foreign Affairs with the necessary information about himself,” Turchynov said.
He added that the corresponding list of data will be determined by the Ministry of Foreign Affairs of Ukraine. Also, according to today’s instruction of the National Security and Defense Council, a separate requirement is being introduced for the registration of citizens of the Russian Federation temporarily staying on the territory of Ukraine. Russians will also be required to provide information about their movements within the territory of Ukraine. The Cabinet of Ministers, the Ministry of Foreign Affairs, the Ministry of Internal Affairs, the State Border Guard Service and other bodies received the corresponding instructions.
“We hope that the corresponding program will be implemented by the Cabinet of Ministers and the relevant government bodies,” added Turchynov.
Kyiv experts have already dubbed the innovation a “hybrid” visa regime with the Russian Federation. With its help, the Ukrainian elite hopes to implement their idea of introducing a visa regime with the Russian Federation, essentially, without formally introducing visas, so as not to give Russia a reason to do the same in relation to Ukrainians. And since you can only get a biometric passport in Ukraine or at embassy and consular offices, the Ukrainian authorities receive a monopoly right to “manually” weed out unwanted Russians and block their way into the country.
