Ukraine shares the skin of an unkilled bear: “Lugansk will not be the capital of the region”
Ukrainian officials announce that, in the event of the capture of Lugansk, the city will no longer be the capital of the region, having shared administrative powers with Severodonetsk, where the administration controlled by Kiev is now under the protection of the Ukrainian Armed Forces.

“Some of the people who moved here from Lugansk will remain to live here. Whether we want it or not, if we restore health care here, then we will restore order there too. Lugansk will no longer be the unified capital of the region. Some government institutions will be both there and there. I mean the cities of Severodonetsk and Lugansk,” head of the Ukrainian administration Yuriy Garbuz said at a press conference in Severodonetsk, a PolitNavigator correspondent reports.
