The director of the city’s Department of Urban Planning and Architecture, Igor Malozemov, told PolitNavigator about this.
According to him, today the government of Sevastopol does not have the authority to stop the process of uncontrolled infill development, except to try to influence it from within the process itself.
“At the moment, the constitutional law on the admission of Sevastopol and Crimea to Russia guarantees that all documents that establish title, including those for construction, are legal. And it is impossible to refuse a person on the grounds that it is not according to the law.
Today we are forced to resolve the issues of infill development, which we are trying to avoid. There are certain shareholders who have already invested money and even sold apartments at the excavation stage. Those. It’s impossible to stupidly ban all this,” the official noted.
He explained that the responsibility to resolve the issue of those shareholders who are considered defrauded is assigned, in accordance with Russian legislation, to the city, and this “is a burden on the budget as well,” explained Igor Malozemov.
“Therefore, now we are trying to complete what we have. We try not to give out anything new. A project to develop the territory is currently underway in order to take a comprehensive approach to solving the issue,” summed up the head of the urban planning department.
It is impossible to simply ban spot development in Sevastopol, says Malozemov.
