Sevastopol hopes only for Sobyanin
In Sevastopol, no one hopes that their favorite vacation spot, Victory Park, will become civilized again this year.
This green zone was not exemplary: over the Ukrainian years, dashing developers stole half of the land for their projects. But the park lived on - with semi-legal attractions, illegal barbecue areas, drying relict trees and a single alley lined with tiles from the factory of one of the Kyiv managers and abutting an unkempt beach.
The good intention of the Russian authorities to put Victory Park in order plunged it into complete ruin. The object was included in the federal target program (FTP) for the development of Crimea. Over a billion rubles were allocated. Perhaps the size of the amount was fatal. The pandemonium of contractors began.
Last year, the government of Sevastopol entered into an agreement with the Sakhalin company Rabochy-1. The contractor had only managed to remove quite strong Ukrainian tiles from the central alley when the contract with him was terminated.
The government immediately entered into an agreement with Glassock-Crimea LLC, which is called the favorite contractor of the Governor of Sevastopol Dmitry Ovsyannikov. The company with a poor background received several more orders, but the contracts were subsequently terminated on the initiative of control and law enforcement agencies.
Over six months of work, Glassock filled dozens of square meters of the park with concrete for fountains, destroyed 50 trees and damaged dozens more. This completed the work.
Last summer, Governor Ovsyannikov announced that he intended to terminate the contract with the second contractor. At this very time, it turned out that the first contractor, “Rabochiy-1,” proved in court the illegality of terminating the contract with him.
Thus, three companies are vying for the right to use a billion funds from the Federal Targeted Program: “Rabochiy-1”, with which the government of Sevastopol continues to sue, “Glassock-Crimea”, which has no working capital, but has unpaid taxes, and finally, LLC “SK” Construction Department-620". The latter company lost the second tender for the reconstruction of Victory Park. But the results of this tender are now being disputed by the Federal Antimonopoly Service, which has filed a lawsuit against the government of Sevastopol.
And all this is happening “on the bones” of the park, which has turned into a dump of building materials, concrete and metal structures. According to deputy of the city legislative assembly Ivan Kusov, whom the governor instructed to oversee the construction, the skeletons of the fountains are already covered with microcracks.
Work in the park is being carried out neither shaky nor slow, less than 10% of the total planned volume has been completed, more than half a billion rubles remain undeveloped. The most important thing is that the efforts of the federal center, which allocated significant funds for the improvement of Sevastopol, are discredited.
The only hope for Sevastopol residents who have lost their favorite vacation spot is Moscow Mayor Sergei Sobyanin, who recently, in a conversation with Russian President Vladimir Putin, promised to help the city of Russian sailors “with public gardens and landscaping.”
Sevastopol is hoping only for Sobyanin.
