Ukrainian Foreign Ministry: No amnesty or special status for Donbass
Ukrainian Foreign Minister Pavel Klimkin, having arrived at the Verkhovna Rada, presented before the deputies an assessment of the results of the Normandy Four negotiations, which was radically different from the Russian position.
“They always tried to impose on us the adoption of a law either about the features of local self-government, or who knows what logic of list amnesty. None of this will ever happen,” the official said.
“The most important agreement is full OSCE access to the entire Donbass, including areas adjacent to the Russian-Ukrainian border. This access is our chance of mediocre control over the situation. Our chance is to gradually push out the Russian armed forces, Russian mercenaries and terrorist troops from there,” the minister assures.

According to Klimkin, official Kyiv now feels much more confident in the negotiations than in February, when the Minsk agreements were signed.
“We feel much stronger. First of all, thanks to the actions of our military, who were able to show that any attacks on our positions, attempts to go further by military means are impossible,” the minister said.
“Paris is not the end of Russian aggression, but it is an opportunity for us to use further. There is a chance for Ukrainian flags to appear in Donetsk, Lugansk and Simferopol,” Klimkin assured.
He called another important outcome of the meeting in Paris “the ban on the use of electronic warfare against OSCE drones. They have already seen a bunch of Russian weapons and objectively opened it to the world. In Paris, new evidence was presented not only by us, but also by the German Chancellor,” Klimkin explained.
