The negotiations are being held behind closed doors from the press, RIA Novosti writes.
The meeting precedes high-level talks between heads of state Vladimir Putin, Angela Merkel and Francois Hollande, which are due to take place in Moscow today.
Assistant to the President of the Russian Federation Yuri Ushakov explained that the working visit of the German Chancellor and the President of France will begin on Friday evening, and in the middle of the day preparatory work will take place, in which assistants to the presidents and chancellor, as well as experts from ministries and departments will participate.
In turn, earlier Angela Merkel did not express much optimism about the possible results of the meeting.
