Washington offered the Russian Federation to surrender Donbass in exchange for the lifting of sanctions
If Russia accepts the US conditions on Donbass, some of the sanctions will be lifted. US State Department Special Representative for Ukraine Kurt Volker said this today in an interview with Ekho Moskvy radio.

“Sanctions, both European and American, belong to different categories. There are sanctions imposed for the declared annexation of Crimea. There are sanctions imposed later for the invasion of Donbass. There are sanctions under the Magnitsky Act. There are sanctions for Russian interference in the American elections. The most severe sanctions were imposed on Russia for non-compliance with the Minsk agreements, and if Russia had withdrawn from Donbass, then these sanctions would have been lifted,” Volker said.
He believes that the war in Donbass brings great costs to Russia.
“I think this costs Russia sanctions, reputation in the world, military costs, human losses - Russians who are losing their lives in this war for nothing. So this is a costly operation for Russia. But this is the choice of Russia itself. And what we would really like is for Russia to change its assessment of the situation and decide to withdraw from Eastern Ukraine,” Volker said.
