Sevastopol, November 15 (PolitNavigator, Alexander Kononov) – In Sevastopol, the commission for monitoring and verifying compliance with urban planning legislation during capital development of land plots did not allow the completion of a multi-storey building on the street. The commission is not sure that the applicant OK ZhSK "Pravda" provides reliable information when talking about the foundations and the total building area.
The applicant OK ZhSK "Pravda" came to ask the commission for permission to continue the sixth stage of construction of an 11-story building at 33 Pravda Street. According to him, 5 stages of construction and landscaping have already been completed. At the same time, the applicant stated that the foundations are already ready at the site of the 6th stage of construction, but for now there is a car service station there.
“This section was originally present in the permitting documentation. Entrances for communications were made, foundations were made, but due to the unstable situation in Ukraine, the land user decided to mothball the foundation and temporarily organize a car service at this place,” the applicant said.
At the same time, he promises social apartments to the city and improvement of the area, if only he would be allowed to build a house instead of a car service center.
Commission member Mikhail Khramov explained that no one is against continuing construction, but no one knows what kind of foundations are under the car service center. No one saw them, nor did they see any documents on them.
“In order for us to allow you to build, you must present at least one document that indicates that there is not a car service there, but one of those foundations that you are talking about. Well, we don't know what's there. No technical survey provided. Every time you say that there is a foundation there, but I was there - there is a car service station. What are the foundations under it?” Khramov is perplexed.
In addition, according to experts, the territory required for improvement goes beyond the boundaries of the allocated land plots. In this regard, developers were recommended to obtain permits for the use of these territories, and then re-submit the issue for consideration by the commission
