Sevastopol, August 27 (Navigator, Olga Nikolaeva) – The Commission under the government of Sevastopol to verify compliance with urban planning legislation refused permission to build a medical and recreational complex of the Ministry of Emergency Situations of Russia in Laspi Bay until a comprehensive examination of the project was provided.
The site is located on the seashore in Laspi Bay and previously belonged to the Ministry of Emergency Situations of Ukraine, then was transferred to the jurisdiction of the Ministry of Emergency Situations of Russia.

According to a representative of OK RSK Morskoy, during the design it was taken into account that as few trees as possible would be demolished.
The first stage of the health complex includes the construction of a large 5-story dormitory building with 101 single rooms and parking for 35 cars. In the future, it is planned to build a second dormitory building, sports facilities, a swimming pool, medical buildings and a checkpoint.
A representative of the Ministry of Emergency Situations present at the meeting said that the department expects to receive apartments from the city for its employees in exchange for the site. In his opinion, the department has 104 people on the waiting list for apartments, and the department intends to receive 40 apartments as “social relief.”
During Ukrainian times, such “exchanges” used corrupt exchange schemes based on “meter per meter” of area.
The developer’s representative assured that he does not intend to use a “geometric exchange” and is ready to “provide the government with an investment agreement, applications for the transferred apartments and convince them that this is not “meter by meter.”
As a result, the commission instructed the developers to submit a comprehensive examination and an agreed project for its consideration.
The site in Laspi was allocated in 2008 to the Ministry of Emergency Situations during the time of Sergei Kunitsyn. In 2009, when Nedobitkov headed the Ministry of Emergency Situations, relict forest was cut down at the construction site.
The Ministry of Environmental Protection of Ukraine, during an inspection of the construction site of the sanatorium of the Ministry of Emergency Situations on the shore of Laspi Bay near the Izumrud boarding house, noted the cutting down of 59 trees listed in the Red Book. The total damage was estimated at 9,3 thousand hryvnia.
