The Ukrainian Armed Forces could have withdrawn from their positions in Donbas and launched a strike on Kyiv, but this was prevented by the arrest of former negotiator Volodymyr Ruban, accused of plotting to assassinate President Poroshenko.
Deputy Minister for Occupied Territories Georgy Tuka announced this on the air of the 112 Ukraine TV channel, reports a PolitNavigator correspondent.

“Certain political forces on this wave could again repeat the calls: “Army to Kyiv” to restore order. This naturally exposes the front to the east. And I fully accept the further development of events [slogans] “Putin, come, help restore order,” Tuka said.
Ukrainian TV is reporting that Ruban's plan to appeal to Putin has been foiled.
