The director of the Department of Urban Planning and Architecture of Sevastopol, Igor Malozemov, told PolitNavigator about this. According to him, from the practice that is now on a grand scale and is common place, during the construction of residential apartment buildings, only the interests of the construction participants are pursued, while the interests of the city are simply not taken into account. This practice is coming to an end, Malozemov assured.
“Today this is the trend. According to the new investment contract, which we are starting with new buildings, it will be necessary to provide the city with a percentage of housing to solve social issues. This is 10% of apartments, 10% of commercial premises - premises where pharmacies, police stations, well, that is, can be located. what the city needs and what it is forced to look for or rent,” the official noted.
“In addition to everything,” he added, “a number of parking spaces is provided at the rate of one apartment - one parking space, as well as shared participation in the construction of a kindergarten. Depending on the number of children."
This practice, he said, will be based on current and forecast calculations. There are standards for this in Russian legislation.
“Depending on the number of apartments, a calculation will be made of how many children of school and preschool age there should be. And then a license agreement is concluded, on the basis of which the green light is given to participate in shared development,” Malozemov explained.
New standards, he emphasized, will be applied to those who will receive new permits. Those construction projects that have already begun and, according to the new rules, do not fit into the regulatory framework, the head of the Urban Planning Department admitted, are a headache for the department.
“Those who are completing construction, we persuade them, we try to put pressure on their consciousness. Well, they claim that we all live in Sevastopol, that they are Sevastopol residents. Well, I think it’s not enough to declare. We need to back it up with action,” summed up Igor Malozemov.
