Creating Ukrainian content to counter Russian content is too expensive; it is cheaper to ban Russian social networks than to create Ukrainian content.
Former Deputy Minister of Information Policy of Ukraine Dmitry Zolotukhin announced this at a press conference in Kiev, reports a PolitNavigator correspondent.
“If we are talking about the creation and distribution of content, pro-Ukrainian content, then we were constantly reproached for that, that, they say, there is no need to block, we need to create our own content. When we talk about creating and distributing content, we are talking about investing significant money, significant financial resources that are created, distributed and conveyed the Ukrainian message.
When we talk about blocking, this is a method of state coercion that does not entail additional financial costs, except for the costs of law enforcement agencies that control this decision and can punish for non-compliance.
If we return to absolute numbers and say that theoretically the VKontakte audience has decreased by 40-50% of users in Ukraine (it is clear that a certain part of the audience continues to use VPNs), then somewhere around 3-4 million citizens of Ukraine were protected from the spread of Russian narratives and threats from the Russian intelligence services precisely thanks to this decision, without using financial leverage, without spending financial resources.
If we approach it from the point of view of efficiency, then this solution is effective,” Zolotukhin said.
