The statement by Vice Speaker of the Verkhovna Rada Iryna Gerashchenko following the Minsk talks on Ukraine's refusal to extradite participants in the Russian Spring in Odessa and Kharkiv for prisoner exchange is evidence that Kyiv has set a clear course toward disrupting and withdrawing from the Minsk process.

“Such steps can only be assessed extremely negatively. There is a purposeful, specific logic on the part of the Ukrainian authorities - in all areas related to the Minsk agreements, there is, if not sabotage, then open disruption.
This concerns issues related to amnesty, security issues, and political settlement. This is a clear and completely clear position of the Ukrainian authorities, aimed at withdrawing and leveling the agreements.
