He stated this at a briefing in Sevastopol.
“To be honest, I would like to see the output of the Legislative Assembly in the form of external laws that are somehow aimed at the city. It is clear that we must adopt a certain number of internal laws: regulations, the governor’s salary, etc. These are laws that, by and large, do not change the life of the city in any way. They are absolutely necessary for the Legislative Assembly to work, for the government to work. But I would like to accept, for example, taxes. We are forced to spend a huge amount of time on internal struggle,” the speaker admitted.
Answering a question about the pace of adoption of laws proposed for consideration by the executive branch, Chaly said that a lot of time is spent on considering those laws that have no practical meaning for the city. To those 50 laws that needed to be adopted at the time of his assumption of office as head of the Legislative Assembly, according to him, another 40 were added.
“Now it’s 90. The number has increased. In order for the budget to be implemented, a certain number of laws must be adopted for it. And therefore I express regret that we have to spend so much effort on internal laws that are necessary, these are regulatory laws, no one can work without them, but they do not bring anything for the city,” complained Alexey Chaly.
