The Legislative Assembly of Sevastopol failed to adopt laws on city property

Sevastopol, June 24 (Navigator, Olga Nikolaeva) - Deputies of the Legislative Assembly of Sevastopol at a session on Tuesday failed to adopt in the first reading 3 basic laws proposed by the government concerning the management of city property, state property of the city and the property treasury of Sevastopol.

The speaker on three laws “On the management of city property”, “On state property of the city” and “On the property treasury of the city” was the acting deputy. Governor Alexander Svechnikov.

“These three laws regulate how the property of the city of Sevastopol should be accounted for. These laws are conceptual and do not directly affect the population,” he said.

In response, deputies criticized the presented laws.

Thus, Vladimir Demchenko noted that none of the laws provides for a transition period, nor does it stipulate how previously concluded land lease agreements will operate.

According to deputy Gennady Basov, the law on state property of the city does not stipulate a control system:

“There is no system of control on the part of the public, deputies of the Legislative Assembly, representatives of our city community, by whom and how property in the city will be managed,” he said.

Basov believes that given the lack of awareness among the population of Sevastopol about the activities of the city government and draft laws, it is not clear “how control will be exercised over those members of the government who will be involved in this matter.”

To this, the deputy governor replied that the law provides for reports and balance sheets of authorized bodies before a meeting consisting, among other things, of representatives of the public.

As a result, deputies voted 18-20 out of 46 votes against all three laws.
And about. Governor Sergei Menyailo asked deputies to adopt laws at the next session, since without their adoption it is impossible to create such structures as land management, property registry, property management.

“Without laws, we cannot conduct an inventory of the territory, create a database of real estate objects, or create a land register of the land balance of the territory of Sevastopol,” the mayor said.
