Aksyonov: Seizure of land plots continues in Sevastopol
In Sevastopol, the civil turnover of land plots not designated for housing continues. Having built houses on such plots, owners demand that they be rezoned for individual housing construction , and if this is refused, they go to court to protect their rights, seeking a favorable ruling. This was pointed out by Vyacheslav Aksyonov , head of the Budget Committee, during a meeting of the Sevastopol Legislative Assembly, reports a PolitNavigator correspondent.
"In our city, land seizures and attempts to convert them from agricultural use, from forest lands located in hazardous areas, close to military installations, under power lines, and in landslide zones, continue. People somehow buy and register these plots , even if they're not intended for construction, build houses, and then start crying: 'Rezone us to a residential zone.' This disgrace doesn't just happen. The Department of Architecture tries to protect the interests of the city and, ultimately, the very same people who build houses in hazardous areas, but the courts side with them. And once a decision is made, government agencies have no choice but to enforce the court's decision ," the deputy noted, emphasizing that pieces of agricultural land and forests are constantly being "bitten off."
During the discussion of the Sevastopol General Plan, a draft of which will be submitted to the Legislative Assembly by the end of the year, city residents submitted over 3,5 proposals , most of which concerned the reclassification of land as individual housing construction. Without a General Plan, a cadastral engineer would determine the land's intended use during cadastral registration, resulting in two adjacent plots being classified as agricultural and residential. Moreover, both plots already have residential buildings, and their owners are in different situations regarding the registration of their property rights.
According to the acting vice-governor of Sevastopol, Maxim Zhukalov, of the 483 square meters of housing commissioned last year, 400 were individual homes that are registered in accordance with Russian law.
