Sevastopol, November 28 (PolitNavigator, Evgeniy Andreev) – The prosecutor’s office of the Gagarinsky district of Sevastopol carried out an inspection of the implementation of legislation on the protection of cultural heritage sites during the construction of a recreational complex by LLC Carbon on the north-eastern shore of Omega Bay.

This was reported by the press service of the supervisory agency.

During the inspection, it was established that on the land plot of 8,39 hectares on which Carbon LLC is building, there are cultural heritage sites. Archaeological research carried out by scientists from the Tauride Chersonese National Reserve revealed archaeological objects: an excavation in a vineyard, a rock wine press and various ancient buildings.

The district prosecutor issued a warning to the developer of the land plot about the inadmissibility of violating the legislation on the protection of cultural heritage sites, further carrying out excavation and construction work on the above-mentioned land plot without permission from the body for the protection of cultural heritage sites on the territory of archaeological monuments.

The provisions of Art. 243 of the Criminal Code of the Russian Federation, Art. Art. 7.14, 7.14.1, 7.14.2 of the Administrative Code, which provide for criminal and administrative liability for the destruction or damage of cultural heritage objects.

As a reminder, in August, Karbon LLC attracted the attention of the prosecutor's office for the construction of the luxury Victory Hills apartments in the Victory Park area due to the increased number of floors and floor area. In October, the construction company was fined 300,000 rubles for deviations from design documentation during the construction of a 144-apartment two-unit building in Kruglaya Bay. In late October, media reports surfaced that Karbon LLC was solving its business problems at the expense of its shareholders, who had invested in the building.

The owners of the Carbon company, according to the Capital newspaper, are scrap metal collectors Valery Krishtal and Evgeny Kazmin, who was also a deputy of the Sevastopol Legislative Assembly of the previous convocation. Their company, KVV Group (formerly KVVMPU), became widely known earlier this year after purchasing three scrap collection enterprises from Rinat Akhmetov’s Metinvest. According to unofficial data, KVV Group is part of the management of the Donetsk Electrometallurgical Plant.
