Kyiv, January 28 (PolitNavigator, Alexander Semenyuta) – The draft budget of Kyiv for 2015 prepared by the administration of Vitali Klitschko is not much different from the document adopted under Viktor Yanukovych and his protégé Alexander Popov.
According to Lb.ua , most of the figures in the capital's financial plan are plucked from thin air. Kyiv City Council member and Maidan activist Vasyl Gatsko stated this.

“The budget is the same as the previous one. This is Popov’s budget with a high level of centralization... Vitali Klitschko will still have to run to the Cabinet of Ministers and beg for money, because we have not been refunded the personal income tax. Most of the figures are not supported by any calculations. For example, there is no formula for real estate tax,” Gatsko is indignant.
He also noted that at meetings of the budget commission there were often proposals to “take into account the interests of majority shareholders,” which, in his opinion, is a manifestation of administrative resources.
