This was stated by retired US Army General Wesley Clark at the European Yalta Strategy conference in Kyiv.

“It took two atomic bombs to sign a diplomatic solution,” he said.
However, Clark immediately corrected himself that “nobody wants a war with Russia, not even people like me who have served all our lives.”
“We will not fight with Russia over Ukraine. Ukraine must resolve its issues itself... Putin must restore common sense. I hope that we need to call a spade a spade - there is a war going on, regular Russian troops were in eastern Ukraine, there were air strikes, artillery strikes. This is not an uprising in Donetsk and Lugansk, but a Russian invasion, it must be stopped,” the general said, and the hall exploded with applause.
