Poroshenko offers Ukrainians to survive in test mode
Kyiv, December 28 (PolitNavigator, Victoria Litovchenko) – The leader of the Petro Poroshenko Bloc faction in the Verkhovna Rada, Yuriy Lutsenko, said that the coalition has agreed on the main points of the bills on the basis of which the 2015 state budget is formed.

“First, we have already obtained from the government that VAT accounts will be introduced not from January 1, but in test mode - from February 1, and can finally be put into effect only from the second half of 2015. We will insist that precisely this regime for introducing VAT accounts can be adopted as the basis of the tax code. Secondly, we will insist on reducing the unified social contribution rate from 25 to 20%. We consider this the only possible positive signal for the withdrawal of salaries from the “shadow,” said Lutsenko.
According to him, compromises have also been found on issues, in particular, on tax policy in agriculture. For example, the coalition agreed to maintain a special regime in agriculture and VAT refunds on exports, to increase duties on the export of metallurgical and iron ore products, etc. In addition, local governments will be able to raise the minimum tax-free living space.
He emphasized that the budget was developed “on wheels” - by the government, which was formed virtually a week ago. In this regard, it is proposed that the government will report on the results of the first quarter. “The Rada will be able to clarify any provision of the adopted laws and budget mechanisms. This package of laws is being adopted temporarily in test mode,” he said, emphasizing that society will have to live in “test mode.”
“We (the coalition – editor’s note) found a common point of view on the main points, now we have moved along the middle row,” he explained why the Rada has not yet started the meeting.
