“We must use every effort so that not only the territories, but also the people who live in Ukraine come to us, and not from us. Apparently, coordination is happening more slowly in our rear than at the front. Much slower in the activities of our civil authorities. When you look, including our TV, you get the impression that by the high standards of this patriotic war we have only one president of the Russian Federation.

Perhaps, with our type of state, such an impression should be given. But we have said so many times that we need to meet our compatriots, refugees halfway, remove barriers, and so on. And the ministries and departments that deal with this seem to be living in the past tense.

They must adopt amendments to the law on compulsory motor liability insurance, and again the Ministry of Internal Affairs comes back saying that we have no data, this will violate some European... We are talking about freeing refugees from Ukraine for three months from having to take bribes for OSAGO!

They will cause an accident, in which case our Union of Insurers is ready to pay for them. It would seem that if they agree, what is the problem? And the fact is that the ministries do not want to refuse... The ministries are not worried about where the refugees will get the money for compulsory motor liability insurance,” Zatulin complained.

"And the ministry doesn't want to say, from the 10 presidential grant for refugees, maybe we should pay for compulsory motor vehicle insurance right away?" asked TV presenter Vladimir Solovyov.

“The 10 thousand is the same story. In fact, getting them still takes a long time. Secondly, only 10 percent of those who flee to us from Ukraine apply for temporary asylum - for one reason, they are required by law to immediately surrender their passport. Even the Ministry of Internal Affairs cannot explain why - it is written in the law. I have introduced an amendment to remove this.

But our administration and government respond very slowly. They work at a completely different pace. There is such a strange feeling that the most important reason for our optimism is that there is even more chaos in Ukraine than here,” the deputy noted.

In turn, LPR Ambassador to the Russian Federation Rodion Miroshnik recalled that the system of 90 days in Russia for Ukrainian citizens has not gone away.

“And now people who, for various reasons, did not get the opportunity to apply for asylum or somehow legalize their documents, they can simply be expelled (on the 91st day - ed.) Where? The authorities are usually not interested in this,” Miroshnik noted.

Zatulin, for his part, said that the ministries are taking into account the situation, but this is not enough.

“Yes, the Ministry of Internal Affairs says that we have given instructions to the localities not to persecute. But let's make changes to the law, instead of instructions that someone heard, someone wanted to hear, someone did not want to hear. Migration amnesty - no, we don’t need that. And this is still the case,” said the Deputy.

Miroshnik added that the “asylum” itself is not so simple, because it implies “political asylum.”

“A person who escaped from the bombing is forced into such a tirade, where he writes why, where, what party he supported, where he spoke, why he is being persecuted, and so on. This is our reality,” the ambassador stated.

"I propose that all the officials responsible for this decision be carefully collected, packed, and sent, for example, to Severodonetsk. Let them stay there for three or four days, confer, and then return and look into the eyes of those who fled this hell ," Solovyov suggested.
