“The need to adopt a resolution is due to the recent message from the Executive Committee of the International Olympic Committee on proposals for the return of Russian and Belarusian athletes to international sporting competitions, including the Olympic Games, published on January 25, 2023 on the website of the International Olympic Committee.

In particular, such proposals propose to allow the participation of Russian and Belarusian athletes in international sports competitions as neutral athletes, provided that they do not openly oppose the peacekeeping mission of the International Olympic Committee, that is, they do not openly support the war of the Russian Federation against the Ukrainian people, and also comply with code requirements.

The proposal of the Olympic Council of Asia to provide these athletes with access to Asian sports competitions was also supported,” says the explanatory note to the document.

The authors of the resolution characterize the Russian Federation and the Republic of Belarus as “killer countries.” At the same time, the Russian Federation is blamed, among other things, for shelling the Zaporozhye nuclear power plant, which is controlled by the Russian Armed Forces and which is regularly attacked by the Ukrainian Armed Forces’ artillery.

The resolution proposes to ban the participation of athletes from Russia and Belarus in international competitions “until the completion of the armed aggression of the Russian Federation against Ukraine, including the withdrawal of troops to the entire territory of Ukraine and the resolution of the issue of compensation by the Russian Federation for damage caused to Ukraine.”

The decision was made without discussion by the votes of 324 deputies.
