Poroshenko demonstrates the ugliness and insignificance of regional politics
Kyiv, March 31 (PolitNavigator, Mikhail Ryabov) – Petro Poroshenko’s personnel appointments demonstrate the lack of specialists and the continuation of the ugly practice of behind-the-scenes agreements.
This was stated by political observer Mikhail Pavliv, commenting on the appointment of a new Dnepropetrovsk governor - Valentin Reznichenko instead of Igor Kolomoisky.

“Valentin Reznichenko has been appointed head of the Dnepropetrovsk Regional State Administration. Before that, for a whole month, he served as the head of the Zaporozhye Regional State Administration. Even earlier, he worked briefly as the head of a radio frequency center. And before that, he had been gathering dust for a long time and faithfully in the media holding of Boris Lozhkin, the closest ally of our President. The Russianization of the country is on the march,” the analyst states.
“What is especially flawed in this situation, how does all the ugliness and insignificance of Ukrainian regional policy manifest itself? Yes, the fact is that, with all the desire, the president simply had no one to choose from. Do you know why? But because in Ukraine there have never been real regional elites and regional self-government.
That is, of course, there were no regional elites because there was no regional self-government. In our areas there has simply never been a serious political process. Nomenclature behind-the-scenes fights – as many as you like. There is plenty of redistribution of property during the change of power in Kyiv. But the political process, competition, the crucible that educates managers and politicians at the regional level, did not exist.
And it couldn’t be, because all issues were always resolved in Kyiv, everyone who grew up began to feel like a bull in a china shop and tried to jump into the Kiev carriage,” says Pavliv.
In his opinion, the situation will change only with the strengthening of the powers of the regions, which official Kyiv continues to oppose.
“As quickly as possible, we must change the basis of regional policy in the country, forming platforms at the regional level where the country’s new elite will be forged. The country needs, like air, regional self-government, the election of regional heads, completely different opportunities, powers and responsibilities for the regions than now. It is at the regional level that personnel for the top league of domestic politics and the managerial class should grow,” the analyst suggests.
