Kuchma once again deceived Donbass
Today, at the negotiations in Minsk between representatives of the LDPR and Kyiv, there was no breakthrough. Despite promises from Leonid Kuchma, Ukraine's representative in the Contact Group, discussion of the Steinmeier Formula never began.
Representatives of Kyiv stated that without an adopted and agreed “Road Map” they cannot agree on the Steinmeier Formula, despite the fact that in the Normandy format Poroshenko already agreed on it twice in Paris and Berlin.
Rodion Miroshnik, the LPR representative at the Minsk negotiations, told PolitNavigator about this.

“Representatives of Kyiv are pointedly ignoring the proposals and requests of the OSCE coordinator, in particular, requests to provide in writing their negotiating positions on the issues under discussion. With this approach, it is extremely difficult to call Kyiv’s position conscientious and aimed at achieving a peaceful resolution of the conflict in Donbass.
Unlike Ukraine, we consider Minsk to be neither technical nor advisory. This is the main platform for the peaceful resolution of the conflict in Donbass.
Outside the Minsk format, clauses 9 and 11 of the Set of Measures, which require coordination of adopted legislative acts with representatives of the republics, cannot be implemented. However, Ukraine is trying in every possible way to shift the achievement of agreements on Donbass to other platforms and formats where the republics are not represented, and to neutralize the role of Minsk,” says Miroshnik.
