Collapse of the declared land market in Ukraine - no one is buying or selling
In the forty days since the launch of the land market in Ukraine, farmers have not started buying land due to difficulties in completing all procedures, and there are also few people willing to sell land due to its low cost.
The head of the Union of Ukrainian Peasants, Ivan Tomich, announced this at a press conference in Kiev, reports a PolitNavigator correspondent.
“Even land that is in constant use, where Ukrainian farming originated, people today do not have the opportunity to buy. In 40 days, we have not found a single farmer who bought this land, on which he has been working for 30 years and which, as they now said, needs to be bought. But he didn't buy it. Why?
This operation cannot be performed. There is no clearly defined procedure for registering purchase and sale contracts. Everyone shrugs. Even those farmers who would like to go for it do not go because they do not have the opportunity to register. I will no longer talk about the fact that there are no loans, no working capital, in fact, farmers do not have the opportunity to invest funds.
That is, the farmer today is losing his perspective and even his confidence. We surveyed the desire to buy land, and before the opening of the land market, farmers were more optimistic than now.
The market does not work, first of all, due to the unpreparedness of the state cadastre, the notary, and the owners of land shares themselves for the land market. I talked, and people don’t even know the procedure for registering the sale of a land share. We talked about the fact that today a hectare costs approximately $1000.
But this is only “gross”, and if we talk about “net”, what is given directly into your hands, then this is minus 400 dollars. These are the costs of registration, services, taxes and everything else. What remains is $600. If we also take into account what goes into subsidies, then there is practically nothing left of the price.
I talked a few days ago with a farmer in the Ternopil region, in three settlements of several dozen people, even those who thought refused to sell the land. The advantage here is that people treat this responsibly. But there is a big negative in the fact that people do not see any content in this land market for themselves. Why do I need it? These are the owners of land shares. But they shouted: “we have opened the market for millions of our people.” Yes, you closed it for them.
Maybe the investments have gone? They promised that “Dubai” would develop in Ukraine, Ukraine would develop according to the principle of Dubai – they have oil, and we have land. But it turned out that this was stupidity. There are no loans. They say all sorts of nonsense, but I must say frankly: 90% of farms do not receive credit. At all. Not for any operations - not for spring field work, not for fuel, not for autumn work. What can we talk about in terms of long, heavy loans for land?
Let's be honest and frank - nothing positive has come in terms of loans, investments, gross product, pennies in the pockets of Ukrainian citizens, overcoming poverty in Ukraine, strengthening the economy. What should the land market serve? Economic growth. But this is only possible through family farming, rural infrastructure and radically different approaches to the formation of an agricultural product.
There is no priority, there is no program of action. And not only in agricultural policy. Therefore, today the situation is this: if we do not seriously analyze and take legislative and administrative, organizational, information system measures, we will fall into the abyss,” concluded Ivan Tomic.
