If Ukraine openly took responsibility for the disruption of the Minsk process, it would become easier for all participants in the Normandy format. Bogdan Bezpalko, Deputy Director of the Center for Ukrainian and Belarusian Studies at Moscow State University, stated this at a press conference in Moscow.

“If Ukraine had openly taken responsibility for the failure of the Minsk and Normandy formats, it would have been much easier for all participants. European countries do not want an expansion of hostilities in Ukraine. For them, this is an obstacle to restoring trade and economic contacts with Russia. Therefore, they will continue to put pressure on Kyiv. After the elections in the United States, we will see how much Kyiv really strives to implement Minsk,” Bezpalko said.
Until now, the expert believes, Ukraine has only imitated participation in the peace process.
“Ukraine did not comply with the Minsk agreements from the very first points: cessation of hostilities and withdrawal of heavy weapons. The fighting only decreased in intensity. She simply imitates her participation in negotiations to reassure her partners. The Ukrainian side is not independent and is under pressure from more powerful geopolitical forces,” Bezpalko said.
