“On the final day of the autumn session of the State Duma, we adopted amendments that transfer the unified biometric system to the status of a state information system. This was done in accordance with the instructions of the president; this is another priority area of ​​our committee - the formation of a biometric system, that is, a system into which the biometric data of our citizens is loaded.

But it is important to clearly understand that inclusion in the biometric system is purely voluntary. This applies not only to biometrics, but also to any other digital services that the state is developing today.

If a person does not want to submit his biometrics, no one can or is going to encourage him to do so. This is a purely voluntary matter, and if a person does not want to register on the State Services portal, no one intends to force him to do so,” the deputy assured.

“At the same time, next year in 2022 we will have to develop forms for transferring existing commercial biometric systems, and previously they were created primarily by banks, transferring this data under state control. At the same time, we need to ensure that commercial structures cannot retain this biometric data. And, of course, biometrics increases the degree of impossibility of abuse on behalf of the person himself, because biometrics very clearly verifies the citizen,” Khinshtein added.
