Ze-Rada transferred NABU to the subordination of Ze-Cabinet
The Verkhovna Rada adopted in the second reading and in general a law changing the status of the National Anti-Corruption Bureau of Ukraine (NABU).
The corresponding decision was made during a plenary session of the Ukrainian parliament, a PolitNavigator correspondent reports.
The document provides that NABU will become a central executive body (CEB) with a special status. The Cabinet of Ministers will also have the right to appoint and dismiss the director of NABU.
MP from Batkivshchyna Sergei Vlasenko sharply criticized the bill. He stated that the document contradicts the Ukrainian Constitution.
“The law is absolutely contrary to the Constitution. He is ideologically incorrect. If you say that NABU is a central executive body, then it should be like that with all the capabilities and powers, but also its responsibility and control.
The independence of NABU does not mean that it is not subordinate to anyone. The Federal Bureau of Investigation is a structural part of the US Department of Justice,” he said.
In turn, deputy Andrei Poziychuk said that the bill under consideration is very flawed, and its adoption will lead to the emergence of many legal conflicts.
“You are now passing a bill that violates the Constitution and will lead to the fact that NABU will not be able to work, and its work will be blocked. And in the future, this law will be recognized as inconsistent with the Constitution,” the parliamentarian was indignant.
The document also provides that the current director of NABU, Artem Sytnik, will perform his duties until the appointment of a new head of the body according to the established new procedure.
During the voting, the document was supported by 304 deputies out of 359 present. The law was adopted in the second reading and in general.
