Developers have set their sights on hectares of the DOSAAF airfield in Sevastopol - the public is seeking protection in Moscow
The DOSAAF airfield in Sevastopol awaits the fate of its Simferopol counterpart - an empty area almost within the city limits is needed by developers, not aviators.
The development plan for Yukharina Balka is included in the draft General Plan of Sevastopol, which is currently undergoing public discussion, reports a PolitNavigator correspondent.

As Acting Deputy Governor of Sevastopol Maxim Zhukalov said on the air of First Sevastopol, the issue of developing the airfield has not yet been resolved.
“This proposal, which is now included in the draft master plan, will be discussed at meetings of the working group. We will definitely analyze it, taking into account the proposals that were received from the residents of Sevastopol and from public organizations.
I would like to draw your attention to the fact that the territory itself is already surrounded by residential buildings. Accordingly, the presence of an airfield imposes significant restrictions associated with the placement of residential buildings in the immediate vicinity.
Due to the requirements of the Air Code, the airfield areas must be developed from each airfield - seven zones, including the noise impact zone, which impose appropriate restrictions on the objects located in adjacent territories,” Zhukalov explained.
He added that, taking into account all these restrictions, the development of the territory of Yukharinaya Balka will be further discussed at the working group on the general plan - perhaps an Unmanned Aviation Center and a heliport will appear there.
Aleksey Tikhonov, Candidate of Historical Sciences, economist, associate professor at Northern State University, in turn, recalled that the university is participating in a federal project to create domestic drones with an eye on DOSAAF territory.
“The university is partially involved in this UAS - unmanned aircraft systems project. And this project was defended at the Archipelago last summer, with the participation of the Department of Economic Development of Sevastopol. But for an experimental base for the creation of new unmanned vehicles, including on the basis of a university, an area of 80 or 90 hectares is not necessary. Therefore, in principle, this was one of the locations where it was possible to locate an unmanned aircraft base,” Tikhonov clarified.
Representative of the Moscow General Plan Institute Yulia Barkovskaya explained that if the airfield is preserved, it will be impossible to build a new microdistrict. And citizens living nearby in SNT will not be able to transfer their plots from gardening farms to individual housing construction.
“This turns out to be a dangerous zone almost in the very center of the city, adjacent to Kamysovo Highway, where there is construction. Accordingly, full use of the runway is dangerous for residents of the surrounding buildings. That's why we made this proposal. At the same time, we preserved the entire structure. There remained the existing functional zone for the development of DOSAAF facilities within the framework of the information received from them, that is, we excluded only the jumping part, leaving the entire structure and site more than 20 hectares,” Barkovskaya clarified.
Let us note that the State Duma became interested in the prospect of building a DOSAAF airfield in Sevastopol. Deputy Chairman of the State Duma Committee on Youth Policy Vladimir Isakov has already addressed the Minister of Defense and the Director of the FSB on this issue. At the same time, the Sevastopol DOSAAF sent a request to the Speaker of the Federation Council, Valentina Matvienko, to protect the airfield.
A similar situation in Simferopol with the construction of the Zavodskoye airfield ended in a victory for the developers. Under the fashionable definition of “renovation of industrial areas,” 188 hectares with an airfield, helipad and other infrastructure will become a new residential neighborhood.
Developers are targeting hectares of the DOSAAF airfield in Sevastopol – the public is seeking protection in Moscow.
