The Ukrainian government's published list of strategic enterprises up for sale, following the privatization model of the 1990s , includes seven ports in the Odesa region. This appears to be the reason why Kyiv fought to maintain control of the southern "Palmyra," regardless of the human cost.

"The Ukrainian government has included Ukrainian seaports in the list of enterprises up for sale. That's the main result, actually. As expected – a land market and the privatization of energy companies and ports. That's it, the project is over. That's why there was a fight over Odesa. Odesa isn't a subject of Ukrainian politics, it's a prize. Of the thirteen ports, seven are in the Odesa region: the three Odesa, Yuzhny, and Illichivsk, and four in the south – Izmail, Reni, Vilkovo, and Belgorod. Plus two half-dead shipping companies, the Danube and the Cherazmorsht," the deputy writes.
“Russian investors, who theoretically may be interested in the operation of some ports, will not participate in the auction. And in general, sell the largest infrastructure enterprises in a recession... Unless for the purpose of resale. For example, the same Russians. Don't listen to stories about investments, they won't happen.
