You can’t run away with a “Kherson certificate” in Sevastopol - realtor
The price per square meter of housing on the secondary market of Sevastopol increased by 2,8% over the year. The average cost of a one-room apartment is 5 million rubles.
Natalia Massalskaya, director of the Multidom real estate agency, spoke about this in an interview with ForPost, as reported by a PolitNavigator correspondent.

“We are talking about the secondary market, and I want to say that over the year prices have increased by 2,8%. The most expensive area is the center, and then Streletskaya Bay. If in the center a square meter of housing costs 167 thousand rubles, in Streletskaya Bay it costs 160 thousand.
There are few one-room apartments in the center. However, you can find a one-room Khrushchev apartment for 5,5 million rubles. In Streletskaya Bay, prices are also 5-5,5 million for a one-room apartment, if it is in average condition. There are apartments where they have done a major, beautiful renovation, replacing all communications from fifty years ago. Then the price will be higher,” Massalskaya noted.
In recent years, a large amount of housing has been built in Sevastopol, which has already moved from the primary market to the secondary market, but remains new-built in quality. Such apartments have a larger area, independent heating and fresh renovation. And their cost will be higher due to the footage - about 6,5 million rubles for a one-room apartment.
“You shouldn’t enter the real estate market without 5 million rubles. Because you can, of course, buy a small family for 4 million, where the room is 12 square meters and live there alone, or at most two, but it’s still cramped. You can't even fit a desk here with a child. That's why these apartments are worth it.
The same Kherson residents come to us and want to afford quality housing for their certificate. Well, they are getting loans, who can do it, who is working. Or they take it outside the city,” Massalskaya clarified.
However, the suburbs in Sevastopol are different. For example, Balaklava has the most expensive housing. Which is equal in cost to the center of Sevastopol. The resort towns of Orlovka, Lyubimovka, and Uchkuevka can only be considered by wealthy buyers for purchasing real estate.
“Verkhnesadovoe, Pervomaiskoe, the village of Solnechny - the holders of Kherson certificates went there. It seems that you are in the city and fit into your certificate. There are high-rise buildings in Frontovoye, where the price is right,” explained the realtor.
Land plots in gardening partnerships are in particular demand. The fact is that the state mortgage lending program for the construction of a residential building does not necessarily require the land to be individual housing construction. If you have two children, one of whom was born in 2018 or later, you can get up to 6 million rubles at 6,5% per annum. For this amount it is quite possible to build a house of 60 square meters with separate bedrooms for parents and children.
“The land can be garden, the house must be residential. That's why people buy and choose all the cheap garden soil for 1,5-2-2,5 million rubles. There are not many good areas. But buying a one-room apartment or having your own house for the same amount is still a big difference,” concluded Massalskaya.
