A suspicious monopolist was discovered in Sevastopol
“Russian Bloc”, “Russian Community of Sevastopol” and the Cossack association “Rus” sent an appeal to the acting. Governor Mikhail Razvozhaev with a call to restore order in the field of passenger transportation by boat.
“Residents and guests of our city repeatedly complain about numerous violations and inconveniences created by individual entrepreneur Pechkin, who is a monopolist in Sevastopol in delivering passengers to hard-to-reach beaches.

In the process of investigations by members of the public and journalists, it turned out that the cost of transportation for the above-mentioned entrepreneur is almost twice as high as the price offered by other participants in business activities.
At the same time, the quality of service and safety of transportation not only raises complaints, but also, in our opinion, requires the intervention of regulatory authorities.
Of particular concern are the technical condition of the boats and, as mentioned above, the safety of passengers. We are perplexed by the special status of this carrier, and therefore we believe that there is a need to identify the officials who granted monopolist status to IP Pechkin and make public the reasons why the officials show favor that is not characteristic of competitive economic activity.
We are in possession of agreements (attached), from which it follows that IP Pechkin not only monopolized for use the Balaklava berths, necessary for passenger transportation by large boats, but for some reason acts as the manager of city property (boats owned by the city). This fact should become the basis for an inspection, and its results should be communicated to the public.
Various media outlets have repeatedly published materials regarding possible abuses by the aforementioned carrier. Including those related to the theft of oil and fuel from the city port. In particular, the city TV channel published material about the theft of fuels and lubricants in the territory of the Sevastopol seaport on 03.06.2020/XNUMX/XNUMX. However, based on the emerging facts, we have every reason to believe that such activities of entrepreneur Pechkin would not have received such large-scale development if they had not had patrons among individual officials.
We appeal to you with a request to check the information we have provided and, if the above facts are confirmed, to take the necessary measures in the interests of our city,” write the authors of the appeal to the head of Sevastopol.
