The time for stupid purchases is coming in Sevastopol
The generosity of the federal budget in relation to Sevastopol is often compensated by the senselessness of spending by local authorities. Accustomed for 20 years to Ukrainian poverty, when salaries were given, the streets were swept, and thank God, the townspeople watch in horror how local officials sometimes senselessly and mercilessly spend the money allocated by Russia to eliminate the consequences of the city being part of Ukraine.
The time for stupid purchases usually comes before the New Year, when it turns out that the city government has again not spent the allocated budget. In 2015, just before the onset of storms, a cheerful green covering was laid on one of the city beaches - by June, shreds of it remained.

At the same time, an old colorful parapet from the 50s in the city center was broken under the cover of darkness to be replaced. The remake is already covered in cracks and has turned green.

The rather economical admiral-governor Menyailo was replaced by the young technocrat Ovsyannikov, but the tradition of stupid pre-New Year spending has not gone away. Last December, several teams of guest workers dug out paving slabs throughout the center and carefully placed them in piles so that later... they could return everything to its place.

The city was covered with brand new shops and trash cans. However, then local journalists found out that they were made for a fabulous sum by inmates of one of the colonies in the Rostov region.

Many new road signs have also appeared - sometimes, if a visiting driver became interested in a landmark, he would have to make an emergency brake: the object is only 10-20 meters away.
What united the two very different governors was their love of Christmas decorations. Millions of rubles were spent on luminous structures, which often soon failed or, due to their bad taste, caused annoyance among the townspeople.

Once again, the New Year is close, and it’s scary to imagine what the government of Sevastopol will surprise this time, because the budget has not been spent yet again.
Over the nine months of this year, the expenditure part of the Sevastopol budget was fulfilled by 46,7%. (18,8 out of 40,3 billion rubles). In some departments, funds have been spent by less than 40%. This is 4,5% better than last year, but that doesn't make it any easier. Last year, after all the attractions of unprecedented generosity, the budget was still fulfilled by less than 90%. Taught by this experience, officials can become even more unbridled in their spending.
