Lugansk, October 23 (PolitNavigator, Victoria Litovchenko) –  The leader of the proclaimed Lugansk People’s Republic, Igor Plotnitsky, believes that the LPR has won.

“What has changed with us? We won. We have a truce. Light and water appeared, transport started working, schools, kindergartens, and hospitals opened. People have returned, practically returned to pre-war life. Children have appeared, laughter has appeared, weddings are taking place. There are many more of them. The republic is beginning to move towards a peaceful direction,” he said, answering questions from Russian journalists about what has changed recently in Lugansk.

As PolitNavigator reported, earlier the leadership of the LPR announced the creation of a single center for all law enforcement agencies.
