Simferopol, May 28 (Navigator, Astra Yazyka) – The fight against corruption schemes for the distribution of budget money announced in Crimea is significantly losing ground in the construction sector, but is inferior in the economic sector. At the level of registration of construction work, the number of refusals has decreased by 5 times, and they want to split the funds to support entrepreneurs between three funds.

As a Navigator correspondent reports, at the last meeting of the Council of Ministers of Crimea, the main topic was simplifying the procedure for approving and obtaining permits from various ministries and committees.
The Minister of Construction and Architecture of Crimea, Vladimir Nikolov, said that thanks to the reorganization of the state architectural and construction inspection into the republican structure, 10 management teams of territorial divisions have changed. As a result, the percentage of rejected materials decreased from 30% to 5%. At the same time, according to Nikolov, the corruption component “enveloped the State Insurance Company” to such an extent that it actually nullified the work of the inspectorate itself.
“We held seminars with the heads of 250 construction companies and organizations, and notified them that obtaining permits from the inspectorate is done directly, without intermediary services,” Nikolov said.
He named the second point in the fight against shadow schemes as the refusal of the main capital construction department under the Council of Ministers to refuse obligations under previously concluded 15 agreements worth almost 600 million rubles.
“These are agreements with engineering firms that closed normal access to participate in tender procedures,” Nikolov explained.
In turn, the head of the Council of Ministers, Sergei Aksenov, noted that in previous years, estimates for the construction of capital facilities at budget expense were made “with cosmic overestimations” and for a specific contractor.
“The designers laid down work that did not exist,” Aksenov noted. “All local gasket companies must be destroyed.”
Next, the Council of Ministers reviewed the program of state support for small and medium-sized businesses, which provides federal funding for three special funds in the amount of 150 million rubles. According to the proposal of the Ministry of Economic Development of Crimea, federal funds should be distributed between the Crimean State Fund for Entrepreneurship Support, the Crimean Guarantee Fund and the Microfinance Fund for Entrepreneurship of the Republic of Kazakhstan. Moreover, a third of the funds allocated for the transition period are intended directly for lending to small and medium-sized businesses under the program.
“The creation of the Microfinance Fund for Entrepreneurship of the Republic of Kazakhstan involves the provision of microloans up to 1 million rubles for a period of no more than 1 year with a maximum rate of 12%. This is a real opportunity for entrepreneurs to either continue their business or create new business plans,” assured Minister Svetlana Verba.
However, the prime minister did not agree with the mechanism for distributing funds proposed by the Ministry of Economy. According to Aksenov, the task of the Crimean government is not to echo the conditions for business support created in the Russian Federation, but to create simplified lending mechanisms.
“We must defend our opinion, we do not have a position of conciliation,” concluded Aksenov, sending the issue of creating funds for revision.
