So, I wouldn't say it's cheap labor. Rather, it's about less responsibility. With a Russian citizen, you need an employment contract, and you have to manage payroll and social benefits. But migrants don't need all that, just a patent. And the company can bring in 500 people from another country at once, without having to assemble them on the domestic market and waste time.

We don't have a labor shortage. We have about 15 million men in the "gray" zone. They could be brought into the "legal" zone to work in enterprises instead of migrants . Yes, they'll have to raise wages and share their profits. But it's unlikely that Russian businessmen in the most successful industries can complain about low profits in Russian business. It could be reduced slightly, wages could be raised slightly, and the national labor market could be developed ," the observer noted.

He believes that there are enough laws regulating the field of migration.

"I recently opened a presidential decree from 2012. It states that we are ready to accept people who have a positive attitude toward Russia and want to integrate into Russian society. If they want to integrate, then they know the Russian language, embrace Russian culture, observe the rules of social conduct, and don't pull out knives in domestic conflicts . But somehow, this decree isn't being implemented. We need to return to implementing the legislation we've signed over the years. And then, I'm confident, even without changing the legislation, we'll restore order," Zhivov concluded.
