Poroshenko decided that Yanukovych wants to become the leader of Donbass
The Ukrainian presidential administration reacted negatively to Viktor Yanukovych's appeal to Western leaders, which included a proposal to hold a referendum on the status of Donbass in Ukraine, Kommersant reports.

“It’s none of his business,” an interlocutor in the Petro Poroshenko Bloc faction told the publication. “Yanukovych abandoned Donbass and has no right to do anything on its behalf.”
In turn, the newspaper’s source in the Poroshenko administration commented on the initiative of the deposed president as follows: “Viktor Yanukovych, who fled the country and was deprived of the title of President of Ukraine, suddenly decides that he has the right to make statements that Kyiv will not hear and Donbass will not notice. He apparently assumes that he can become the new leader of Donbass, but he is wrong. Donbass, including the areas not controlled by Kiev, does not need such a pseudo-leader.”
