A sharp report was made by the head of the Fuel and Energy Complex Department, Natalya Sereda, who has been working in the city government for only two weeks and is departmentally subordinate to the Deputy Governor of Sevastopol for Urban Affairs Denis Dobryakov. According to Sereda, “as of 2015, investment programs for enterprises, a program for energy saving and energy efficiency, and tariffs for connection to public utility infrastructure systems have not been developed, approved or adopted under tariff regulation.” There are also “no sources of financing for enterprise development programs.” In addition, she stated that 154 million rubles would be required from the state budget for gasification of Sevastopol, which outraged her immediate boss Denis Dobryakov. According to his version, this amount of budget funds is actually included in the Federal Target Program for the Development of Crimea and Sevastopol until 2020.
At the same time, Natalya Sereda noted that “the development of Sevastopol fuel and energy complex enterprises directly depends on tariff regulation in terms of determining the source of financing and assessing the availability of consumer services, as well as on the master plan for the development and development of the region.”
To a direct question from Deputy Governor Alexei Eremeev, who was holding a staff meeting, “does this mean that the development of the fuel and energy complex until the approval of the master plan is impossible?”, she briefly answered “yes.”
“First of all, enterprise investment programs are formed on the basis of a resource supply scheme, which, in turn, is formed on the basis of a master plan. In this situation, only after the approval of the master plan can we talk about the creation and formation of investment programs,” explained Natalya Sereda. However, she did not rule out “negative socio-economic consequences of rising energy prices.”

“Denis Valerievich, these were transfers from last year. At the moment, there is no decision on allocating them in 2015. This report was drawn up at a government meeting on March 26. “You had it at the beginning of the week,” Sereda retorted.
Alexey Eremeev put an end to the internal government conflict, which was unfolding before the eyes of the local press.
“Colleagues, a situation where managers are not aware of the issues being discussed and raised is unacceptable both on the part of the performer and on the part of the manager. Denis Valerievich, I ask you to look into this situation and not allow such cases to happen in the future.
