The export of food products from Crimea is limited “in order to ensure the stable functioning of the consumer market,” says the decree of the head of the republic, Sergei Aksenov. The list of socially significant goods includes wheat flour; meat and meat products, except gourmet foods; sausages; sausages, except delicatessen; poultry meat; pork meat; beef meat; chicken egg; vegetable oil; canned meat and fish; sugar; pasta; milk and dairy products; powdered milk; cereals; rice; fish; wheat. Their removal from the territory of Crimea will be carried out only after obtaining permission from the Ministry of Agriculture of the republic.
The procedure for issuing these permits is still unknown, Ekaterina Moskina, a specialist in the Crimean Ministry of Agriculture's information department, told Kommersant . "Tomorrow morning, we'll have a closed meeting at the ministry regarding the decree. Only then will we be able to comment on it in more detail," she said.
First Deputy Prime Minister of Crimea Mikhail Sheremet explained to the publication that the implementation of Sergei Aksenov’s decree will be monitored by customs officers who will monitor its compliance on the border of Crimea with Ukraine. Without the sanction of the Ministry of Agriculture, socially significant food products will not be exported to other regions of Russia. This, according to Mr. Sheremet, will be monitored at the Kerch ferry crossing and in the Crimean ports. “There are no customs there, but there is port security,” explained the First Deputy Prime Minister of Crimea. “Before entering the port, any cargo is recorded in the electronic system for submitting documents for export.”
A decree similar to the Crimean one is being prepared in the office of the governor of Sevastopol, said his assistant Igor Dolgopolov. “In winter there can be storms and problems with the delivery of food to the city. Therefore, they decided to introduce a restriction to ensure food security. The list of goods whose export will be affected by the restriction is being clarified,” he said.
The press service of the Crimean Trade association said that in Crimea, only two network operators have completely switched to supplies from the Russian Federation - Metro and Auchan. The remaining retail chains are mainly supplied with goods from Ukraine.
Local officials fear interruptions in the supply of goods from Ukraine due to “the actions of the Ukrainian side.” In turn, supplies from the Russian Federation are carried out by ferries through the Kerch Strait, where storms often occur in winter.
