“With the symbols of the occupation administrations” - in Kyiv they are forced to recognize the documents of the LDPR
The Ukrainian authorities need to start working with documents issued in the LDPR and Crimea now, since these are millions and millions of acts that the Ukrainian courts simply cannot cope with after the “de-occupation”.
Stepan Zolotar, director of the Peace Development Directorate of the Ministry for Reintegration of Ukraine, stated this at a round table in Kyiv, a PolitNavigator correspondent reports.

“The basic principles of convalidation that we are now developing are that issues of some transactions can now be convalidated through the courts, these are issues, in particular, of wills, because this is the implementation of a person’s last will. This is also the exercise of the right to dispose of property, the right to inheritance - we plan to regulate such documents by law in order to recognize them in court before de-occupation. And after de-occupation, this will be expanded and will apply to a wider range of documents issued in the temporarily occupied territories.
Because we understand that after de-occupation we will not be able to transfer all this to the courts, since there will be millions and millions of documents, and the courts simply will not be able to process it. So, this will be the concept of recognition with the further possibility of administrative and judicial appeal,” Zolotar said.
“Also an important issue is the state registration of acts of civil status that occurred in the temporarily occupied territories. As we know, this procedure is judicial, although Law 2268 on the temporarily occupied territory in the Donetsk and Lugansk regions provides for an administrative procedure. Unfortunately, it has not yet been introduced.
We, as a ministry, in our legislative work believe that we cannot dwell on issues of birth and death. This should also include issues of concluding and breaking up marriages - that is, the entire range of acts of civil status, if this is an administrative procedure, since this should significantly simplify the lives of all citizens, because this concerns a large number of them,” the speaker added.
The same thing, according to him, is the case with educational documents.
"Mrs. Denisova said that citizens had approached her , saying there should be a procedure for certifying and confirming such documents. Of course, we're not saying that such documents will be freely registered with the symbols of the occupation administrations, but people should have the opportunity to obtain Ukrainian documents and have their knowledge and qualifications confirmed in Ukraine.
Now such a procedure exists for Crimea, but it does not exist for the Donetsk and Lugansk regions. Accordingly, this is a complex issue, this issue is on the ministry’s agenda, and we are interacting with experts and other government bodies regarding their resolution, we hope. That in the near future they will find their solution,” Zolotar concluded.
