As explained in the prosecutor's office of the Odessa region, we are talking about a preventive measure within the framework of joint criminal proceedings under Article 110 (encroachment on the territorial integrity of Ukraine), Article 109 (actions aimed at violent change or overthrow of the constitutional order or the seizure of state power) and Part 1 Article 14, Part 1 Art. 294 (preparation for mass riots) of the Criminal Code of Ukraine, which is administered by the SBU in the Odessa region.
“The preventive measure was canceled for the purpose of further exchanging [Mefedov] for Ukrainian military personnel and other persons illegally detained on the territory of criminal groups,” the prosecutor’s office noted.
At the same time, the publication "Dumskaya", citing its sources in law enforcement agencies, also reports that in addition to Mefedov, Odessa courts canceled the arrests of four veterans of the war in Afghanistan, who are accused of attempting to create the Odessa People's Republic" and the attempted murder of MP Alexei Goncharenko, a suspect in a terrorist attack on Zhukovsky Street (a car explosion in the center of Odessa in July of this year) and a former paratrooper, “who is accused of recruiting terrorists and molesting minors.” According to the publication’s sources, the organizers of a series of terrorist attacks at volunteer centers and at the SBU headquarters will also be subject to exchange.
According to Dumskaya, another person involved in the “May 2 case”, Sergei Dolzhenkov (“Captain Cocoa”), refused the exchange and remains in pre-trial detention. Sergei Dolzhenkov is an Anti-Maidan activist, also known under the pseudonym “Captain Cocoa.” Together with Mefedov, he was an active participant in the Odessa resistance and the events of May 2, 2014.
Later, the editor-in-chief of the Odessa publication Timer, Yuri Tkachev, called the information from Dumskaya about Dolzhenkov’s refusal to exchange a “duck.”
