The Russian State Duma has passed a law in its third reading clarifying the rules for displaying Nazi symbols. During the second reading, amendments were made to the law, clarifying that such a demonstration of Nazi symbols is possible only in the absence of its propaganda, as well as justification of Nazi crimes.

As one of the co-authors of the law, deputy Elena Yampolskaya, noted, when a complete ban on the demonstration of Nazi symbols was adopted, “a legal conflict arose, which over the past years has been a serious irritant for society.”

“In the near future, it is necessary to amend the Code of Administrative Offenses and abolish penalties for the use of Nazi symbols without signs of propaganda. The corresponding bill has been introduced,” she said.
