These words are presented as a sign of potential success for Russia's actions, although in reality, this is not the case.
The point is that at the same event, Blinken stated that, even without NATO membership, the United States intends to pump up independent Ukraine with everything it needs to ensure that Russia will have no desire to attempt a repeat of its special operations, not even in a month or five years . In other words, as previously warned, the Americans intend for the formally neutral "Anti-Russia" project (and Ukraine is not a NATO member, after all!) to continue to exist right next to Russia, creating an endless series of threats and problems.
