They want to give the profitable markets of Sevastopol into private hands
The government of Sevastopol wants to privatize city markets, which are now united into the state unitary enterprise (SUE) “Wholesale and Retail Trade Complex” and bring profit to the city.
Deputy Tatyana Lobach spoke out against this at the next meeting of the Legislative Assembly of Sevastopol, reports a PolitNavigator correspondent.

“Probably, first we should talk about the privatization of those objects where the form of management - state unitary enterprises - has proven itself to be unprofitable. Three thousand entrepreneurs work in the city's markets. They don’t understand what will happen to them,” Lobach said.
Entrepreneurs' concerns stem from the fact that none of the Sevastopol markets meets the requirements of federal legislation, and a private owner may not want to invest in bringing facilities into compliance.
Apparently, in order to make it easier for the future owner to develop markets, the government of Sevastopol is ready to provide the state unitary enterprise with a loan from the budget in the amount of 0,5 billion rubles, but officials do not report exactly the state of the enterprises subject to privatization.
“For many years we have been watching how a black box is taken out to the Field of Miracles, but we do not know what is in it. This is how proposals are made to sell property belonging to Sevastopol. We don't know what we are selling. No information was provided on the cost of land plots, the presence of cultural heritage sites, or the planned economic activities of enterprises that are subject to privatization,” said Vice Speaker Alexander Kulagin.
As a result, deputies rejected the forecast plan for the privatization of state property for 2019-2021, proposed by the government of Sevastopol. In particular, it was proposed to privatize the “Soyuzpechat Agency”, “Unified Information Settlement Center”, State Unitary Enterprise “Boarding Houses of Sevastopol”, GUPS “Sevavtotrans”, “Sevastopol Sea Port”, a number of management companies, as well as 100% of the shares of JSC “Sevastopoltelecom” and “Sevastopolsky Center for Land Management and Geodesy."
Today Sevastopol is the owner of the property of 26 state unitary enterprises and a shareholder in 12 business companies. In 2019-21, it is planned to privatize the property of 12 state unitary enterprises, 7 blocks of shares of business companies, as well as 5 objects of other state property. The authorities intend to gain 2 billion 47 million rubles from the sale of property.
Profitable markets in Sevastopol are to be privatized.
