The Verkhovna Rada failed the vote and returned bill No. 2083-d, which should resolve the issue of paying pensions to displaced persons and residents of Donbass and Crimea, to the relevant committee for revision.

The bill “On amendments to certain laws of Ukraine regarding the right to receive pensions for certain categories of citizens” was presented by Natalia Korolevskaya, a deputy from the “Opposition Platform - For Life”. According to her, this document is the first step towards social peace in Ukraine.

The bill provides for making it easier for residents of Donbass and Crimea, as well as internally displaced persons, to receive pensions. According to the document, to receive a pension it will not be necessary to provide paper documents and present a certificate of migrant status.

According to non-factional deputy Oleg Kulinich, if the Rada wants to return Donbass and Crimea, it must pass this law.

“This bill is extremely important because it determines the procedure for pension provision for internally displaced persons. Because this is a big problem that needs to be solved a long time ago. These people have the right and should receive a pension, as provided by law, but this problem has not been solved for years; it has long needed to be solved.

And if we are talking about the return of territories and the reintegration of Donbass, then we must ensure the fulfillment of social responsibilities to our citizens,” the parliamentarian called.

However, Vladimir Tsabal, a deputy from the “Voice” faction, sharply criticized the law.

“If we support this bill in the first, and, God forbid, in the second reading, then we are sending the wrong signal to the aggressor country that they will reap all the economic benefits and collect taxes from our poor compatriots.

The occupier will take all the benefits, and Ukraine guarantees that it will assume social obligations, including pension obligations. This signal will be sent if this law is adopted in the form in which it is now,” the parliamentarian said, adding that the country does not have money for such initiatives.

The colleague was also supported by the deputy from European Solidarity Taras Batenko.

“The aggressor took Crimea and Donbass from us - this is 20% of GDP, and about 25% of industry. Those citizens who work there do not pay contributions to the Ukrainian pension fund.

We are responsible citizens, let's think about reintegration. But let’s think about what burden you place on the citizens of Ukraine who are here, and whom you represent as elected people’s deputies of Ukraine,” he was indignant.

In turn, the former head of the Ukrainian Institute of National Remembrance, deputy from European Solidarity Vladimir Vyatrovich, expressed the opinion that by adopting this law, Ukraine recognizes that there is a civil war on its territory, and not “aggression” by Russia, as Kyiv claims.

After which Deputy Minister of Finance Yuri Dzhigir, who was present at the meeting, asked parliament to remove this law from consideration and send it for revision, since the budget does not have enough money for this.

During the voting, the document was supported by 184 deputies out of 390 present, and the bill was sent for revision.

At the end of the voting, some deputies in the hall began to chant: “Gangba!”
