To launch the process of peaceful settlement in Donbass, the Ukrainian parliament must adopt relevant laws, the adoption of which is impossible today.

This opinion was expressed in a comment to a businessman by the director of the Kyiv Institute of Global Strategies, Vadim Karasev.
“Will the exchange of prisoners contribute to further progress in the settlement in Donbass? I think no. Let me remind you that this process began a month and a half ago, when the foreign policy context was different. Then it seemed that political and diplomatic arguments, rather than military ones, would work primarily in Donbass. But since then the situation has changed,” said the Ukrainian political scientist.
At the same time, he recalled that the United States approved the supply of lethal weapons to Kyiv.
According to Karasev, “for further steps within the framework of the Minsk agreements, primarily for the adoption by the Verkhovna Rada of a number of laws that Donetsk, Lugansk and Moscow are waiting for, now is an extremely unfavorable moment.”
