The population must put forward an ultimatum to heat suppliers, - ex-Minister of Housing and Communal Services
Kyiv, February 25 (PolitNavigator, Vladimir Raichenko) – Ukrainian heat consumers should require suppliers to equip their apartments with metering meters.
Former Housing and Utilities Minister and Chairman of the Union of Housing Owners of Ukraine, Oleksiy Kucherenko, presented this initiative at a press conference in Kyiv, reports a PolitNavigator correspondent.

“I want to give advice to the population, starting with the hero city of Kyiv,” the ex-minister addressed his fellow citizens. – We know that throughout Ukraine, only a third of apartment buildings are equipped with building heat metering systems. But my analysis shows that in Kyiv, in reality, the calculation is made for a maximum of half of these houses. In the rest, Kyivenergo comes up with various methods - either the meter is wrong, or not checked, old, and so on. That is, they simply do not take it into account and it turns out that in fact only 15 percent of houses are equipped with accounting systems.”
According to Alexey Kucherenko, the number one requirement of urban consumers to local authorities and heating and utilities companies should be the following: a company that wants to sell heat on the municipal market must 2015 percent equip homes with metering systems by 100.
“You cannot enter the market and sell heat without accounting,” explains the chairman of the Union of Home Owners of Ukraine. – Do not believe those who claim that you must install meters yourself and at your own expense. Complete nonsense. This fairy tale has been used by monopolists for many years to avoid installing an accounting system. When you come to any retail chain and buy a product, you don’t bring scales. This is the seller’s problem, how to equip units of goods with measurement systems. You don’t come to a gas station with your watering can. And no one asks the question that it should be at your expense.”
